A pass is not a win

A travel number you cannot defend is a liability on your books.

Spend-based estimation is permitted, and that is the trap. It clears the line on paper, then leaves you with a board-approved, published staff-travel figure you cannot substantiate when a commissioner, an auditor or a rival asks how you got it. A proxy barely moves when your people change how they travel, so it cannot evidence the reductions the whole agenda runs on.
